The Pennsylvania Governor’s Office of General Counsel (OGC) is seeking a licensed attorney with general transactional experience to work in the Department of Revenue, Office of Chief Counsel. This position provides legal support to the Pennsylvania Department of Revenue, whose mission is to fairly, efficiently, and accurately administer Pennsylvania tax and Pennsylvania Lottery programs. Although the position is in Middletown, Pennsylvania, at the Pennsylvania Lottery’s headquarters, it is eligible for hybrid work (three days onsite and two days telework at the discretion of the General Counsel). The position will be classified as either an Attorney 1, or 2, or 3 depending on the level of relevant experience possessed by the successful applicant.
What You'll Do:
Attorneys within the Office of Chief Counsel are responsible for advising the client on all matters related to the collection, administration, and enforcement of Pennsylvania taxes, as well as the administration of the Pennsylvania Lottery, which is a bureau within the agency. Attorneys provide strategic legal advice to help Department staff achieve goals and objectives; handle all administrative tax litigation for the agency before the Board of Finance and Revenue; prepare legislation, regulations, advisory opinions, bulletins, informational notices and Private Letter Rulings and collaborate with other attorneys, staff and various stakeholders on various projects as needed. Attorneys assigned to work for the Lottery team work directly out of Lottery headquarters at Middletown and work directly with Lottery executive staff on a daily basis.
What We’re Looking For:
The Office of Chief Counsel seeks an attorney with experience in gaming law (required) and preferably additional transactional experience. The position primarily serves as counsel for the Pennsylvania Lottery, handling legal services including contract review and negotiation, risk management, contract compliance, retailer licensing, winners’ services, and intellectual property matters. The attorney will also work on Revenue transactional matters and gaming tax issues litigated before the Board of Finance and Revenue.
Candidates must be highly organized with excellent oral and written communication skills for both in-person and remote interactions. Strong analytical, problem-solving, and multitasking abilities are essential, along with the ability to foster trust, collaboration, and effective working relationships with diverse clients and colleagues.

Qualifications:
- Juris Doctor degree from an ABA-accredited law school.
- Active membership in good standing with the Pennsylvania Bar.
