Colorado Lottery achieves record sales, generating over $196 million for the great outdoors

A milestone year with $900+ million in sales

For the fourth consecutive year, the Colorado Lottery has set a new sales record, bringing in over $900 million in revenue. This achievement translates into more than $196 million in funds for beneficiaries across the state.

Jackpot Games Drive Growth

This year saw a significant boost in sales, thanks in part to record-setting Mega Millions and Powerball jackpots. With over $312 million in sales from all jackpot games, the Lottery surpassed the $300 million mark for the first time. Jackpot game sales alone surged 6.5% compared to FY23. Scratch products remained the largest revenue generator, with nearly $588 million in sales.

Where Every Dollar Goes

For every dollar spent on Lottery games:

  • 65 cents goes to winners.
  • about 22 cents goes to proceeds beneficiaries.
  • 7-8 cents goes to Lottery retailers.

Funding a Better Colorado

The Lottery's proceeds support a wide range of projects across the state, including parks, recreation, open space, wildlife projects, and public school construction. Here's the breakdown of this year’s funds:

  • Great Outdoors Colorado (GOCO): $81.7 million
  • Conservation Trust Fund (CTF): $78.5 million
  • Colorado Parks and Wildlife (CPW): $19.6 million, plus an additional $2.6 million for Parks/Outdoors Recreation and Wildlife Cash Funds
  • Building Excellent Schools Today (BEST) spillover revenue: $8.2 million
  • Outdoor Equity Grant Program (OEGP): $3 million

Colorado’s Outdoors Win

Since selling its first ticket in 1983, the Lottery has given back over $4.2 billion for good causes across the state, all at no cost to taxpayers. Lottery proceeds have funded countless projects, large and small, in every community from the Eastern Plains to the Western Slope. See where the money goes.

The Lottery’s Scratch product segment continues as the largest revenue generator, with sales of more than $588 million. A detailed breakdown of the Lottery’s revenue by game and proceeds over the past five years is available here. Please note that lottery sales and proceeds numbers provided are unaudited and subject to slight variations.

Surpassing $194.4 in FY24, and more than $4.2 billion total in proceeds funding, the Lottery reached the Great Outdoors Colorado (GOCO) cap in April 2024, receiving more than $81.7 million. The Conservation Trust Fund (CTF) will receive more than $78.5 million. Colorado Parks and Wildlife (CPW) will receive $19.6 million, plus more than $2.6 million in funding for each of its Parks/Outdoors Recreation and Wildlife Cash Funds. Building Excellent Schools Today's (BEST) spillover revenue is more than $8.2 million for FY24, and the Outdoor Equity Fund will receive its full allocation of $3 million.

Other factors in the Lottery’s success in FY24 include signing a new Lottery Revenue Generation Solution (LRGS) partnership contract with IGT, which will convert the Lottery to a new Central Gaming System in FY26 to improve the integrity, security, and efficiency of the Lottery’s operations. FY24 also brought new vending machines, retailer recruitment, and predictive ordering for the Lottery’s Scratch games. Furthering its commitment to responsible gambling for ethical growth, the Lottery also hired its first player health manager, dedicated solely to player safety and ensuring the Lottery operates using best practices in the industry.

Of every dollar spent on Lottery games, 65 cents goes back to winners and about 22 cents to proceeds beneficiaries. Lottery retailers receive an average of more than $19,000 every year selling Lottery products. As a state agency committed to fiscal responsibility, in FY24, the Lottery has grown its problem gambling and responsible gambling initiatives.
