Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services includingJOB education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

The Managing Director of Administration serves on the Executive staff and oversees multiple departments in support of the Maryland Lottery and Gaming Control Agency and Commission. Direct responsibilities include supervision of subordinate managers responsible for oversight of the traditional lottery system contract, retailer administration (lottery licensing), facility management, fleet supervision, procurement, warehouse management (scratch-off ticket and point-of-sale (POS)) and shipping. Develops, implements and manages long-range plans for supervised departments. Participates in strategic planning meetings with other Agency departments.

POSITION DUTIES

This position is a vital part of the Lottery Executive Management team and is designated as an Emergency Essential Employee. Duties may include, but are not limited to:

- Oversee department responsible for the administration and management of the Lottery’s Central System contract. This is the Agency’s single largest contract, valued at over $50 million annually.
- Oversee department responsible for the licensing of over 4,300 Lottery retailer locations.
-  Oversee departments responsible for the building management of our headquarters and other agency-operated properties including two warehouse facilities; vehicle fleet and shipping. Note that shipping includes Agency staff using third party tools to ship over 18,000 orders per month.
- Oversee staff responsible for purchasing and procurements.
- Member of Agency’s Procurement Review Group (PRG).
- May represent the Agency at the Board of Public Works (BPW).
- Establishes overall policies and procedures for all supervised departments, oversees their implementation, evaluates their effectiveness and approves major revisions.
- Establishes and monitors all supervised departments goals, standards and controls to meet objectives and oversees their achievement.
- Manages a large and diverse staff divided into four operating departments (Contract Management, Retailer Administration, Facilities Management and Procurement).
- Reviews and contributes to the development of agency policies and procedures.
- Monitors and approves financial resources for relevant supervised departments.
- Plans, coordinates, supervises and evaluates the work of subordinate managers, handling employee concerns and problems, assigning work, counseling, and recommending disciplinaryand other personnel actions.
- Develops, implements and manages short and long-range plans for all supervised departments.
- Determines organizational structure and staffing needs, instructs and counsels staff incoordinating activities, planning work of others and day to day operations.
- Prescribes and oversees development and training of the staff.
- May represent the Agency before Federal, State and local officials, legislative committees andexecutives of other agencies concerning program activities.
- Sets performance standards and criteria to monitor accomplishments in support of achieving goals.
- Performs other related duties as required.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited, four-year college or university.
 
Experience: Ten (10) or more years of professional, relevant work experience directing a staff responsible for at least one of the following areas: Contract Management; Procurement; Facility Operations; or Administration.
 
NOTE: Applicants may substitute additional experience as described above for the required college education on a year-for-year basis.

- Experience working within a State of Maryland government agency.
- Understanding of current issues and technologies in the Lottery and Gaming industries.
- Demonstrated record of accomplishment of increased management responsibility.
- Excellent interpersonal, written, and oral communications skills to communicate effectively with all levels of internal employees, the public, and government elected officials.
- Strong organizational skills and the ability to handle multiple, concurrent, and high priority tasks.
- Strong mediation and problem-solving skills. The ability to effectively interact with other departmental administrators and appropriate enforcement agencies is required.   
- Ability to exhibit a clear understanding of the importance of confidentiality.
- Proficient in the use of Microsoft Office Suite (Word, Excel, Microsoft Teams); Google Suite (Gmail and Meet); and other relevant software.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
